Jaime Bordenave
Jaime Bordenave is a nationally recognized leader in affordable housing, community development, housing finance, and urban revitalization, with more than 46 years of experience serving public agencies, housing authorities, and low-income communities across the United States and internationally. As Founder and President of The Communities Group and Majority Owner of TCG Development Advisors, Jaime has dedicated his career to developing innovative solutions that preserve and expand affordable housing opportunities while strengthening communities.
Throughout his career, Jaime has maintained a close working relationship with the U.S. Department of Housing and Urban Development (HUD), serving as a trusted advisor on public housing redevelopment, recapitalization, and finance initiatives. He has worked extensively with HUD’s Office of Capital Improvements and Office of Recapitalization, assisting with the review of public housing finance proposals, conducting site assessments, developing technical resource materials and guidebooks, and providing training and technical assistance to housing authorities nationwide through HUD-sponsored conferences and programs.
Jaime has been a driving force behind some of the nation’s most significant public housing transformation efforts. He has led planning and redevelopment initiatives in numerous states, including Florida, South Carolina, North Carolina, Virginia, Maryland, and Minnesota, and successfully secured 15 HUD Choice Neighborhoods planning grants supporting large-scale urban revitalization efforts.
Recognizing the transformative potential of HUD’s Rental Assistance Demonstration (RAD) program from its inception, Jaime positioned TCG Development Advisors as one of the nation’s leading RAD advisors. Under his leadership, TCG has helped housing authorities across the country leverage RAD to preserve, recapitalize, and modernize aging public housing assets while protecting long-term affordability for residents. In parallel, Jaime has worked closely with HUD to support the growth and refinement of the RAD program itself, contributing technical expertise, implementation guidance, and industry insight that have helped shape one of the most impactful affordable housing preservation programs in the nation.
Today, Jaime continues to provide strategic leadership to TCG Development Advisors and The Communities Group, helping public housing agencies, municipalities, and development partners navigate complex redevelopment challenges and deliver lasting community impact.
Peter Behringer
Peter Behringer has nearly 60 years of experience in neighborhood revitalization, affordable housing development, finance, construction, management, resident empowerment, and community development. Throughout his distinguished career, he has played a leadership role in the creation, financing, and development of thousands of affordable housing units and numerous commercial developments across the continental United States and the U.S. Virgin Islands.
Peter's early work in community organizing and cooperative housing led to his appointment as one of the first directors of the National Cooperative Bank, where he later served as Corporate Vice President responsible for real estate lending. This foundation in community-based development and innovative financing established a career dedicated to expanding housing opportunities and strengthening communities nationwide.
As Managing Member of TCG Development Advisors, Peter has been responsible for the development of numerous multi-phase mixed-finance and mixed-income communities throughout the Mid-Atlantic, Southeast, Midwest, Western United States, and the U.S. Virgin Islands. He has also provided development services, financial advisory support, and strategic guidance to housing authorities across the country.
Since the establishment of HUD's Rental Assistance Demonstration (RAD) program in 2012, Peter has led TCG Development Advisors in becoming one of the nation's most active and highly respected private-sector firms specializing in RAD transactions. Under his and Jaime Bordenave’s leadership, TCG has participated in 39 RAD and mixed-finance development projects with total development costs exceeding $1.4 billion, helping public housing authorities preserve, recapitalize, and modernize affordable housing communities while ensuring long-term affordability for residents.
Peter's extensive experience in affordable housing finance, public-private partnerships, mixed-finance development, and large-scale redevelopment has made him a trusted advisor to housing authorities, developers, lenders, and public agencies nationwide. His leadership continues to position TCG Development Advisors at the forefront of innovative affordable housing preservation and redevelopment efforts across the country.
Wendy Panor
Wendy Panor serves as Chief Executive Officer of TCG Development Advisors, bringing more than 30 years of experience in real estate development, finance, asset management, and organizational leadership. Since joining TCG in 2010, she has played an instrumental role in the company’s growth and success, leading complex affordable housing redevelopment initiatives and strengthening partnerships with housing authorities across the country.
Over the course of her tenure, Wendy has advanced through increasingly senior leadership positions, overseeing project development, financing, construction management, tax credit compliance, and asset management for a diverse multi-state portfolio that includes RAD, Section 18, HOPE VI, Low-Income Housing Tax Credit (LIHTC), and market-rate communities. Her expertise and collaborative approach have helped establish TCG as one of the nation’s leading private-sector partners in HUD’s Rental Assistance Demonstration (RAD) program.
As CEO, Wendy leads TCG’s strategic vision and operations, guiding the company’s mission to preserve and expand affordable housing opportunities while delivering high-quality communities and long-term value for public housing authority partners, residents, and stakeholders. She is known for her ability to build strong relationships, navigate complex development and financing structures, and successfully manage projects from concept through stabilization.
A certified tax credit compliance professional, Wendy has extensive experience working with state housing finance agencies, tax credit investors, lenders, underwriters, property management teams, auditors, and public-sector partners. Her leadership has been critical in structuring and executing successful redevelopment transactions while ensuring ongoing compliance, operational excellence, and financial performance across TCG’s portfolio.
Wendy holds a Bachelor of Science degree from the University of Maryland’s Robert H. Smith School of Business.
Tracey George
Tracey George joined TCG Development in 2024 as an Asset Manager, bringing a proven track record in business management, hospitality operations, and asset performance optimization. Drawing on her experience as a hotel general manager and former restaurant owner, she approaches every asset with an ownership mindset, combining operational expertise with strategic insight to maximize value and performance.
In her role, Tracey works closely with ownership groups, management companies, and project stakeholders to identify growth opportunities, enhance operational efficiency, and align property performance with long-term investment objectives. Her responsibilities include conducting comprehensive property evaluations, developing strategic action plans, and implementing initiatives designed to improve financial and operational outcomes.
Known for her disciplined approach and strong relationship management skills, Tracey has established trusted partnerships with third-party operators and industry partners. Her collaborative leadership style and commitment to accountability help drive successful results across TCG's portfolio.
Outside of her professional responsibilities, Tracey enjoys traveling and seeking new adventures with her family. Her curiosity, enthusiasm, and passion for exploration mirror the energy and dedication she brings to her work every day.
Lindsay Behringer
Lindsay has been a key member of the TCG team since 2010, responsible for the smooth operations of the company. As a master multitasker, she works with all project teams, is engaged in the planning process, manages and assembles all applications, develops extensive tenant relocation plans, and oversees development operations. Working closely with TCG’s CEO Wendy Panor, Lindsay is also directly responsible for relations with TCG’s depository bank, manages dozens of construction draw and escrow accounts, and directs the prompt wiring of several million dollars monthly in construction draw funds.
